will be earthed ...., EITHER WITHIN THE EQUIPMENT OR VIA OTHER EQUIPMENT."
The equipment of Ed might not derive its power directly from the mains , but
might be connected to a second equipment that derives its power from the
mains. If this second equipment is pluggable equipment Type A and has only
basic insulation +PE between mains + earthed secondary circuitry, separation
as in clause 6.3.3.1 is still required.
Any additional information from Ed might be welcome to give a more precise
interpretation.

Does your equipment plug into a primary (AC) circuit? Any TNV circuit
is considered a secondary circuit and if any and all power is derived
from the TNV network, the notes you referenced would not apply as a
primary circuit is not present.
