I doubt the FDA or EPA would have any authority over radio waves since it is
quite obviously in the FCC's jurisdiction.

I do not remember if these documents address your query directly, but they
address what is considered acceptable radiation and safe distances when
installing transmitters.  The documents are OET Bulletin 65 and Supplements
A, B and C...  The documents show calculations for determining field
strengths, addresses what barriers need to be in place and what
labeling/warnings need to be present.

The Bulletin addresses absorption into human tissue over time.  The FCC
considers it more hazardous to be exposed to RF energy over a long period of
time then to be exposed to a strong field over a short period of time.

OET Bulletin 65 and Supplements are available at the FCC website (Office of
Engineering and Technology).

We already know the standards related to human exposure to electromagnetic
fields (e.g. ANSI/IEEE). However some people have asked us if there is any
standard/recommendations limiting the exposure of forests, lakes/rivers,
animals, etc to RF fields.

Do you know any FDA and EPA (or another agency) that regulate this subject
of RF fields incidence?

Example: Imagine a radio-base station (mobile comm) or antenna (TV or radio)
put in the middle of a forest, where there is not human habitation, but we
have animals, trees and waters. Is there any standard/recommendation related
to this case (only for non-ionizing radiation, ie, EM radiation).
