Well, it isn't necessarily Class A, no matter what your machine says. Isn't it a 'portable tool' as given in clause 5? If so, the Class B limits apply, but the product still won't meet them. I hope you have the latest edition of EN 61000-3-2. Look at Clause 7. The second dashed item is 'professional equipment with a total rated power greater than 1 kW'. Are you really going to sell the product to the general public through retailers or via the web? If you are, I don't think there is any solution except PFC. If in fact, the product is 'professional' as defined in clause 3.15, then no limits for harmonics apply.
