I use the FCC web site, http://www.fcc.gov/oet/info/rules/ and then drill down to the files for the individual Bureaus. The latest info they publish is the 3-13-03 edition. I make it a habit to periodically visit and download the latest revisions. Don't know why the GPO (Printing?) can't do the same.
