SMPS If a SMPS is available on the EU market for end users, then the EMC directive applies Otherwise only the LV directive applies.
This implies that an component SMPS need not meet the EMC reqs. Your product however, does and a SMPS is a critial component as it comes to EMC. Therefore only manufacturers that provide you with suitable data (test reports) can be trusted as not spoiling your equipments emc behavior. Most of your equipment needs also to comply with the harmonics current requirements, unless below 50 Watts, so a Power Factor Correction option may be mandatory. Be aware of fundamental differences between IEC 61000-3-2:2000 and EN 61000-3-2:2000 A property of power supplies that goes undocumented often, and that is not specified in EMC standards either, is the filtering property between YOUR electronics and the MAINS. A compliant supply may suppress the EMI coming from your electronics, while the same model after a design review (goes often unnoticed to the customers) may not. So a batch of your product may well comply for a few years, and another batch may fail because a design change in the SMPS-model not changing it's proper EMI but less filtering yours...!!! Regarding electrical safety, if a SMPS needs a "Fire Enclosure", that will not always be correctly advertised. The fire enclosure will most often be left over to the enclosure of your product, and even if the SMPS is provided with a compliant fire enclosure, it's orientation might not be free to choose. Most SMPS fire enclosures have a "bottom" part without holes. This part needs to be mounted downwards to function as a fire enclosure. If you mount it vertically, it's safety will be compromised, and your product's enclosure will have to meet the fire enclosure requirements. E.G Might work in my system and not in yours depending on clocks used, how well we design the system etc. So they like to use both clauses and avoid testing. The FCC requirements are, in my opinion a little murky as well. I solve the problem in my purchase specifications by both requiring that it will work when installed in my equipment and requiring that they, at a minimum, provide me with a conducted emissions tests at min, max and nominal load range and a radiated sweep at nominal. (Obviously this is only for reference as youi system will undoubtably provide some shielding - but it helps me in dealing with the mechanical boys to start identiify the minimal shielding performance I expect out of the encloure - at least in reference to the power supply. Also be aware that I have run into a few cases where the SMPS purcahsed isn't necessarily the SMPS tested in the first place. Uncontrolled and untested cost reduction etc can completely obviate test results. Make sure the test results and the product part, and revision numbers match. It CAN be ugly - but not if you're careful and you monitor your vendor.
