You will need something larger than these sensors. At 3MHz a loop with
an area of 0.1 sq. meter will output 0.25uV (-12 dBuV) when placed in a
30 uV/m field. With a 3dB noise figure preamp the spectrum analyzer
noise floor is -24 dBuV with the RBW set to 10 kHz. So, a 0.1 sq. meter
loop will allow you to measure down to a field of 18dBuV/m. This size
loop will also work to 30 MHz. You could build your own if money is
tight.

My estimation is that the FCC loops were built to sense stronger fields

what the original poster had in mind, and may not have sufficient
sensitivity at HF.
