UL allows (2601-1, clause 700.1) allows DC for di-electric withstand production tests. But, note that the CB TRF should indicate that the applied test voltage for Type Tests was AC.

In the "Application Information" in the data sheet, the following appears: "This power supply has been safety approved and final tested using a DC dielectric strength test. Please consult factory before performing AC dielectric strength test." I do not know what justification UL and TUV used, but they seem to have found a way to get around the problem.
