I'm sure John is correct.

IMO a DoC without listing each 61000-4-x item with level and 
performance criteria yields a document worthy of lining a bird cage. 
(Now then, I wonder how many of mine - even with 61000-4-x:yyyy 
listed - ended up in a bird cage anyway?)

There will always be some users and system assemblers that will be 
subjecting a finished system or installation to EMC tests.  So, 
without the basic details these customers can only guess how a 
product was tested from the product family standard; assuming their 
final product is in the same family....

EN 61326 (EMC for measurement control and lab equipment) complicates 
this matter by having it's general immunity requirements plus a few 
other immunity "environments" in the Annexes.  And, it offers a 
choice of different sets of performance criteria for the 61000-4-x 
basics; even A for all 61000-4-x if functional safety is a concern.

Worse yet, every few years these standards face revision....
