The FCC requires that photographs showing the external construction/controls, the internal construction and details of each board/part. These photos must be legible and clearly show the details of the device. 2. The FCC requires that all documents that are uploaded into their Certification file servers are in one of the following file types: ASCII Text, PDF, WordPerfect, Word, Excel, Lotus123, and JPEG 3. There is no FCC required test report format although there are minimum requirements for the report and for the number, type and content of the exhibits within the application for Certification. 4. The 8cm foam block was probably being used to raise a transmitter with an antenna off of the wooden surface of the test table top. The FCC has indicated that the close proximity of the wood to the transmit element of a transmitter can possibly affect the test results, and thus has required that the transmit element (antenna) be raised off of the table using an RF transparent material, such as a foam block. 5. There are many other requirements that are specific to the type of device being tested or Certified. Specific questions should be addressed to your TCB or the FCC. I hope that I was helpful. This concerns practical things the FCC requires, for example: -1- format/size of photo's -2- document types allowed (pdf, word, ...) -3- report format, layout, ... -4- special test arrangements: e.g. we are required to use an 8cm foam under the device under test for subpart C testing -5- other requirements .... Especially the 8cm foam thing. I cannot locate any document on the FCC website for guidance on this. Our TCB asks us to use this 8cm foam setup for subpart C testing. It is not that I do not thrust our TCB, but I would like to understand the background of their demand and make sure other "small" things are tested in a manner the FCC accepts without problems.
