Paolo, Your device must conform to FCC Part 15 as far as the non-intentional radiator part is concerned (that part that is not a radio, if any, and possibly the receiver). The phrase you reference in Part 15 is meant to be interpreted that transmitters that do not require a license are to be certified under Part 15. Part 2 has a table that breaks out all the licensed bands and will indicate which part of the FCC rules your radio must conform to. When you determine this, you must meet the administrative and technical requirements of that Part and Part 2. I would recommend enlisting the services of a TCB (Telecommunication Certification Body) to get you through the process. These are private organizations that are authorized by the FCC to process transmitter certification applications. Make sure the agency you choose is certified for the FCC Part that you need to meet.
