In terms of a DoC for C-Tick compliance, the regulations do not specify who
must sign however the "Information to Supplier" type guides advise it should
be "a senior person in the company or organization".  In reality, suppliers of
C-Tick products are quite often the importers of the product and have limited,
if any, technical knowledge.  
 
The regulations requiring marking with the C-Tick essentially require the
person who signs the DoC be the person who has satisfied themselves the
product does indeed comply with C-tick requirements (i.e. obtained the
necessary documentation and reviewed it to satisfy themselves the product
complies).
 
My advice is generally similar to John Woodgate's, i.e. the person signing a
DoC with respect to C-Tick compliance should be someone who is not necessarily
very technical but someone who:
-  has satisfied themselves the product complies by personally reviewing the
compliance documentation required by C-tick regulations etc; and
-  who is senior enough to have control over the supply of the product
