A cable modem shall comply with the requirements of the EMC & LV Directive and not to the RTTE Directive unless it can be connected (directly or indirectly) to a public telecom network and/or has a radio interface. A cable modem is also not considered as telecom terminal equipment, but t is part of the network itself. I also belive that the cable network is (still) not considered as a telecom network.
