That is indeed the case, if you want to do it in-house. But if you use a 
test house or consultant, they should be able to advise you, because 
it's their job also to know what the changes are.

They have, in principle, to do what you describe, but information from 
test house trade associations, and, in some cases, participation in the 
standards-making process, make it rather easier for them.
