Of course you CAN, but whether it's a waste of time or not is another 
matter. It isn't strictly correct to say that standards are 'under' 
Directives, and it can be quite misleading.

If you could be a bit more explicit, it would help a lot:

'Can I test my clay-pipe maker for electrical safety to EN 609999-45 
even though it isn't notified under the Low Voltage Directive?'

Answer: Yes (IMHO), provided you document why it is more appropriate to 
use that standard than EN 60204 or any other standard that IS notified 
under the Directive. You would probably also need to show that it 
provides an adequate level of safety, e.g. by comparing its requirements 
with those of notified standards.
