The trouble is (no, 'one' trouble is) that trying to make up a convincing Technical File from scratch demands a very great deal of knowledge about the principles and technology of electrical safety. Now if everybody had that, the preparation of the 'Multimedia' standard to replace IEC 60065 and IEC 60950 wouldn't be taking so long, or proving so difficult.
