    The IEC 61010 reference (A3) that you made is just the body model
circuit from IEC 60479.  It has been around for most of the last 50 years
and is commonly used as the basic model for the human body in electric shock
analysis.  The basic standards - IEC 60479, IEC 60990, etc - normally use
1MHz as the upper limit (not always clearly specified) in their work.  Above
that frequency the issues are considered to be more EMC related (whether
that's correct or not).  

    Ongoing issues could force reconsideration of higher frequencies
sometime in the future.  Currently there are enough issues on the table to
keep everyone busy for quite some time yet. 

    Electric burn is usually considered a contact phenomenon at 'high
frequencies' - 10's of kHz or more.  More importantly for these circuits is
that they are established in such a way that a person could still let-go
when the circuit is contacted.
