Hi Richard, For CCC, Singapore MAY have an MRA with China. I cannot confirm it at this time. As of July last year, the US doesn't have an MRA with China. If you need to know the latest MRA development between the US and China, NIST is a good contact point. Please let me know if you need contact information.
