Hi Bob:

Is there a specific reason that you want to perform the test at 16-2/3 Hz? 
The requirements in K.21 allow you to perform the tests using 60 Hz, 50 Hz,
*or* 16-2/3 Hz.  

You can use any of these three frequencies for the test.  Most labs are set up
to use either 50 Hz or 60 Hz, depending on the AC mains frequency used in the
country where they are located.
