The purpose of Annex ZA in parallel-voted CENELEC standards is to control
the way in which referenced documents are applied. 

Parallel-voted EN standards are based on IEC or CISPR standards and may, or
may not, differ from the international version.  Differences are called
"common modifications" in the EN.  Annex ZA ensures that the EN version is
used where it exists, and (usually) that a specific edition is referenced.
If there are any common modifications, only the EN will provide the correct
requirements.

The body text of the EN is unchanged from the international version, so the
international reference appears within the standard.  To ensure that you use
the correct version, you must use the referenced documents in the two
right-hand columns (standard and date) of the table in Annex ZA, where
included.  In some cases, there is no EN equivalent, and these columns are
blank for that standard, for example the reference to IEC 60083 in Annex ZA
to EN 55022:2006.  However the IEC standard is referenced by date (1997) so
that is the edition that has to be used. 

For EMC standards in Europe, dated references are preferred.  Standards are
produced by many different committees, and some may have chosen undated
reference to ENs.  

But if the right-hand column of Annex ZA has a date, that is the edition you
have to use.

Subject: dated or undated reference to EN standards

Hello,

I'm slightly confused with (apparently dated) reference to EN
standards which corresponds to undated reference to IEC standards.

In Annex ZA (list of normative references) of EN standards, years are
sometimes written for EN standards which corresponds to undated IEC
standards, with a comment "Valid edition at date of issue".

I think this comment suggests that the year is written there for
informative purpose, and the reference may be still "undated".

The annex usually includes a phrase "When an international publication
has been modified by common modifications, indicated by (mod), the
relevant EN/HD applies.", and I think this suggests that, at least for
standards which were not modified, we can use the undated IEC standards
anyway.

However, in CENELEC Guide 25 Annex 3, 2 c), I read:

   When there is a directly corresponding edition of CENELEC (mostly
   EN) to the international standard and that international reference
   is undated, the annex Z gives the indication of the latest valid
   corresponding CENELEC document (mostly EN) with its date.

   Important remark: In this last case, the undated international
   reference becomes de facto dated for European use.
   ...


Can anyone here clarify whether reference to EN standards as mentioned
above are dated or undated?
