I'm not sure that the Generic standards apply. Your products may be within the scopes of EN 55014-1 and EN 55014-2, which, as Product-Family standards, over-ride the Generics. >These test programs are expensive. Your EMC experts have to decide if a change is likely to affect the EMC performance adversely or not.
