In the US, there are product safety requirements imposed by UL and other NRTLs, which may include formal Recognition or Listing. In the EU, directive 91/157/EEC and its successor 2006/66/EC will likely apply. I would suggest that the battery manufacturer make this documentation available to you. Otherwise, TI (partnering with the manufacturer) will need to acquire it. I hope this helps.
