My experience is that it is a function of frequency. If the door seam met the requirement at all frequencies except near 10 GHz, then I would feel comfortable beginning absorber lining installation elsewhere, because I am looking at a pinhole leak. But if I were failing near the door at 400 MHz, I wouldn’t install any absorber at all, because that frequency “crawls” all over the room, and you cannot tell from a single measurement precisely where the actual leak(s) might be.
