Make sure your power meters and amplifiers are linear over the calibration range. Make sure you are allowing the power meter time to settle. Use the smallest antenna that will cover your frequency range. Offset the antenna and UFP a little off centre if you can, a slight angle helps. Use good software. Now, if these dont work, you might need outside help.
