My understanding is to use FCC Part 15.  A lot of people default to Part 18,
but Part 18 refers to RF lighting and LEDs are not RF lighting.  The next
thing to look at is the power supply (assuming it's integrated into the
light fixture), and it will likely fall into Part 15.  Of course, if the
power supply is a separate unit which has already passed FCC testing and
you're attaching a DC load (LED lighting), then is there anything to test?
I had to look into this a while back, but never had to go through it myself
so I'm just passing on what I learned in the process and I'm welcome to
correction.

I'm interested in any comments regarding the appropriate EMC requirements
for an LED Lighting Fixture for use in North America.  Would this default to
FCC 47CFR Part 18 or is there a place for it in Part 15?
