As I understand it, the push for these additional requirements is due to a
specific problem that has cropped up.  Inverters for solar voltaic cells are
coupling noise back onto the power lines which is causing difficulties for
smart meters.  OK, that's a problem, we need to deal with it.  The objections
are related to a blanket "fix" that will apply to all products, raising costs
with no perceived benefit.

'data element' for a single item), criterion, phenomenon. 'Effect' is a noun,
