We always recommend Class B to our clients and it’s up to them to weigh the
mitigation time, if any, to achieve that level of compliance.  As Bill had
mentioned, a substation can be located in a Class B environment in the form of
a distribution substation which I was not aware of but, have seen on a daily
basis.  When I hear of a substation, I envision one of the fenced in high to
medium voltage installations, which is where this client’s product is
intended.  

The original intent of this email string was not necessarily the environment
you would find a substation or even which class to choose for the product, it
was more a question of wording and interpretation.  My interest, regarding IEC
61850-3, is in the way the last sentence of Section 5.8 is worded, “The
communications equipment shall meet the requirements of CISPR 22 classes A and
B (EN 55022A and EN 55022B) or FCC rules part 15 for class A and B digital
devices 1 ( USA ).”

Most product specific standards that I’m familiar with will reference either
EN 55022 or EN 55011 for the test method and either establish their own limits
based off of Class A or B or will rely on the class justification built into
EN 55022 or EN 55011.  I was curious why the above wording was chosen instead
of a simple reference to EN 55022 or FCC Part 15 method and limits.

5.8 EMI radiation

Communications equipment may also be the source of various kinds of
electromagnetic

disturbances in a wide frequency range, that may be conducted through power
supply lines,

control lines or directly radiated by the equipment.

The communications equipment shall meet the requirements of CISPR 22 classes A
and B

(EN 55022A and EN 55022B) or FCC rules part 15 for class A and B digital
devices 1 ( USA ).

 

 

I’ve reviewed this standard as well as the remainder of the IEC 61850 series
of standards and can’t find any additional guidance regarding which class to
apply.  I suspect Section 5.8 above is referencing EN55022 and FCC Part 15 for
the test method in addition to the class criteria for both Class A and B and
the respective limits.  If this is the case and given the criteria for Class A
and B per EN 55022, I would expect most devices that fall under the scope of
IEC 61850-3 to require no more than Class A emission limits.

Any input would be appreciated.
