The UN tests are required before the battery manufacture can ship product. Even when they ship samples to test organizations such as UL they can only ship small quantities in restricted packaging until they have completed the UN tests. Once that’s done you may have some small subset of shipping tests depending on the classification of batteries. Given you mention cell phones I’m betting you are under the exempted classification and you really just need to know how many you can pack and what labeling requirements you need to ship. The DGR regulations (Dangerous Goods Regulations) will require some additional marking on your products – particularly if shipped buy air, and you will have to have someone in your shipping department that is trained in the regulations.
