There is a whole series of IEC standards on these parts, the first below
of which includes flammability tests You may need to look at several
Sections (a Section has a 'triple' number, like IEC 60384-14-1).

  IEC 60384-14 ed3.0 (2005-07)
TC/SC 40

Fixed capacitors for use in electronic equipment - Part 14: Sectional
specification: Fixed capacitors for electromagnetic interference
suppression and connection to the supply mains

  IEC 60384-14-1 ed2.0 (2005-07)
TC/SC 40

Fixed capacitors for use in electronic equipment - Part 14-1: Blank
detail specification: Fixed capacitors for electromagnetic interference
suppression and connection to the supply mains - Assessment level D

  IEC 60384-14-2 ed1.0 (2004-10)
TC/SC 40

Fixed capacitors for use in electronic equipment - Part 14-2: Blank
detail specification - Fixed capacitors for electromagnetic interference
suppression and connection to the supply mains - Safety tests only

  IEC 60384-14-3 ed1.0 (2004-10)
TC/SC 40

Fixed capacitors for use in electronic equipment - Part 14-3: Blank
detail specification - Fixed capacitors for electromagnetic interference
suppression and connection to the supply mains - Assessment level DZ

I should be disillusioned, but it's not worth the effort.
