Thanks for the feedback. I think this is where the confusion has come from. The 
amendment UK wiring regs states that changes have been made to harmonise with 
European requirements. 

That said there are no requirements for DC cables in EN 60446

See Appendix 7 of BS 7671:2008, IEE Wiring Regulations, 17th edition. 
Table 7E gives Positive (earthed) Blue, negative Grey as 'new colours'. 
The 'old colours' were Positive (earthed) Black, negative Blue.

Potential for confusion infinite!

The relevant Europe-wide documents are:

HD 308 S2:2001 (harmonized document, not a standard)
BS EN 60445:2000 (marking of terminals)
BS EN 60446:2000 (colours or markings of cables)
