Sounds most reasonable and most of the ones I saw listed on their website 
were between 10 and 20 Euros.

Yes, 
Locks to computer (contact them if you need to 'move' it), two prints
allowed. 

They seem to have an online view service available too, but I did not
check the details.

Cannot determine if the 'cheap' version of standards are available in

Some of the new EU Member States have near bargin basement prices on
standards. I found this one (EN 50581:2012) sold by the Estonian Center
for Standardization for only 8 Euros - electronic download.

On 23-Nov, the EU OJ published the first harmonized standards list for
the new RoHS Directive, 2011/65/EU. It can be found at

EN 50581:2012, Technical documentation for the assessment of electrical
