It also allows for checking of phase and neutral being wired correctly (not reversed).

Clear plugs presumably allow users to periodically visually check the robustness of the conductor/pin connection. When moulded plugs were first introduced there was a serious reliability problem, with melting, sparks and smoke. Moulding techniques had to be considerably refined.
