It could, but when you look at clauses 5 and 6 of BS 5733 you see that it requires parts to conform to the applicable standards, if they exist, so it doesn't really help where you have a substantial section of the product that is electronic - that still has to conform to the applicable standard which I think is BS EN 60950-1 in this case.
