I understand your point, but I think the text is ambiguous and must be clarified by IEC/CENELEC.

9.6 says an overcurrent protection device 'must' (word not allowed in an IEC standard to express a requirement; the committee needs to sharpen up its editing!) be provided.

So 'If' in 9.6.3 appears to contradict the absolute requirement in 9.6.

Incidentally, if there is a 9.6 and a 9.6.3, that is also contrary to IEC editorial rule banning 'hanging text'.

Edition 1 of 61010-1 (from 1993) had a somewhat clearer wording stating that there must be an overcurrent protection device in the equipment, and the changing of the wording could indicate that the requirements had changed.

The change seems to be deliberate, but I think it is very unsatisfactory.
