You have to be a bit careful comparing the requirements around old
incandescent lamps to more modern equipment.

The glass envelope filament lamp requirements have a lot of history
attached.  You couldn't, for example, pass an Edison or bayonet mains
lampholder using typical modern requirements because with the lamp removed,
(an action not requiring a tool), you can poke your finger into the then
accessible live terminals.
 
Similarly, given that the glass envelope is the means by which access to the
live filament is prevented, it ought, using more recent thinking, to be able
to survive an impact hammer test, but of course it couldn't.

It's just that there are so many installed that we are stuck with them.
