Since the pressure vessels must be transported from where they are made to where they are used, that must be permitted!

Is the intent of the TPED (Pi mark) reserved for vessels routinely filled and transported unprotected as one would find with an oxygen or acetylene tank.

You need to read the Directive and form your own judgement. Your understanding might be different from mine.
