Not give away (except, if they wish, to committee members), but as we
see, some prices are very much lower than others.

I thought that the cost was supposed to contribute to the existence of
the national body.
In many cases, yes, but the contribution may be a large or small
fraction of the total funding.
Some countries may fund a national body very well, while another
country makes the national body find its own funding.
... which generally means that small companies can't afford to
participate, which puts them at a disadvantage compared with small
companies in other countries. The point about participation is that you
not only can influence what is in the standard but also, what may well
be much more important, you get advance information on how to design
your products to meet the standard, quite often 5 years ahead of those
that don't participate.
Thus, one national body may depend much more on publication income than
a different national body.
