For example: If you look to FCC KDB 447498 and section 4.3, you can see an equation for assessing if a SAR test is needed. You can consider the output power and user distance, to see if it is permitted with, or without, a SAR test. For Canada, it is section 2.5.1 of RSS-102. Again, you can see power and distance to ascertain if a SAR test is needed or not. In the EU, there is a general level of 20 mWatts (as clarified in EN 62479) and maybe EN 50566 becomes used for a SAR assessment.
