Having contributed heavily in the advocacy that resulted in the LSIT (LSSIT) scope exclusion in the 2009/10 time frame, I think your case is probably not what was originally intended as LSIT, but intention and current interpretations are often two very different things.
One thing that might be useful is to look at the LSSIT info in the DRAFT FAQ for the WEEE Dir. It has since been removed from the FAQ but it certainly hints at what the Commission had in mind at the time.
