This sort of synch is non-trivial and is the subject of a number of patents. The accuracy, less than 2 arc seconds, required between a hob and workpiece to cut good gears will require some pretty fancy encoders, pulse multipliers, and such. Then there is the issue of offset from index for second pass and helical and such. Fascinating stuff.
