John was referring to the first couple of versions adapted to EMC2.  Modbus has 
been enabled in the newest version (7.124) in trunk because some people were 
asking about modbus, the code was already there, and a different person is 
maintaining Classicladder right now (me). It is experimental and there is no 
guarantee that it will be included in a released version (I don't think I would 
physically remove it just change compile flags). At this point I don't even 
know if it works properly.
I believe originally Classicladder was added just as EMC when from version 1 to 
2 , there weren't many options as far as HAL modules, so Classicladder made it 
easier and faster to change logic for different/more complicated setups. 
As far as having MODBUS in  Classicladder , I see no real problem with that. 
Most times that you would use MODBUS, I would think it would be convenient to 
use classicladder as well (The GUI should make configuring easier). A PLC with 
a MODBUS connection seems reasonable. Actually I would like to to see a slave 
protocol added as well. Then you could have another computer running logic 
connected through MODBUS. HAL can be used for more then just machine tool 
control. 
That's the best thing about HAL is if you don't like/want Classicladder, (or 
any module) don't use it. Use something else or build something new.
I'm sure soon enough a self contained MODBUS module will be released. 
IMHO if I can have a program do more then one (related) thing then that is 
better/more integrated. It's pretty easy to have a lot of HAL pins to keep 
track of.
 I have read a few times people asking why they would want to learn ladder 
programming. I think the advantage is it is visual, you can see the changes 
right away and see quite a big picture at one time.  I don't think it's that 
hard to pick up. I've tried to document things along the way- Classicladder 
docs were pretty scarce when I started.
