Gantry machines are outside the scope of stepconf. You will have to write hal configuration yourself to do this.
Usually this is done by "gantrykins", but nobody has yet contributed good documentation for this yet. There is also an example configuration dallur-thc which has a gantry setup which uses a different method than gantrykins.
