A quadrature encoder would be easier to make, but I want to avoid having
to initialize the carousel at power up. It's not a big deal to run the
tools through a cycle to find the index tool position, but I am more
comfortable with an absolute encoder because it will tell me the tool
position even if the software gets confused.
