not quite sure what you mean by this, i am using EMC classicladder build in to 
handle all the functions, as the old control had its own PLC but was a special 
to the control. 

i guess it all comes down to what type of tool changer do you want or need
a  rack type where the tools are placed in a simpl line/rack and you 
move over to the rack with the machine and change tool there.
checking the pocket you wish to place the tool in is clear/free if a 
tool is already in spindle etc
these are quite common on small router type machines just take look on 
youtube. but when machine has a long X Y travel u need to keep going 
back tothe rack to change tool andcome all the way back

or would u want to go all fancy and have the tools in a carousel, then 
bigs question does your carousel move down to take tool from the 
spindle, or does the spindle/z axis move up to take the tool out of the 
spindle. as moving the Z saves on parts but u have to find away to 
override limits etc like on some commercial CNCs

i think first you need to evaluate the type of changer your setup 
demands and take it from there
