Could it be your old m5i20 config was running the encoders in "x1" mode? 
  The hm2 encoder counter always runs in "x4" mode, because this mode 
gets the maximum resolution out of the encoder hardware.  If this is the 
problem, multiplying your encoder scale by 4 should fix it.
