I'm not Sebastian but I do have an idea. If the relay is driven from a 5I20 
FPGA pin, and the relay is referenced to +5V (+ input to +5V, - input to 5I20 
output) it may be that its never completely turned off since the 5I20 outputs 
only swing to 3.3V in the high state when in the default push-pull mode, 
leaving 1.7 V of drive when its supposed to be off.

If this is the case, the solution is to set the 5I20 pin that drives the 
relay (and in fact any outputs that drive 5V referred loads) to OPEN-DRAIN 
mode, which will allow the output to swing all the way to 5V, fully turning 
off the load.
