I have found going through the troubleshooting issues here:
http://wiki.linuxcnc.org/cgi-bin/emcinfo.pl?TroubleShooting

has been productive. Run the latency and record the setup and timing
data. Make a change then run and record the data from the test again.
Remove some memory to see the effect. Change the video card or use the
on-board video. Change the video driver. Disable motherboard features.
This can take a fair bit of time, but can reveal a feature that really
improves latency. Also run the test for several minutes or hours to
catch events that occur on those time scales.

If your optimized latency is adequate for your machine's speed and
resolution, you're good to go. If not, you will need a faster machine.
You can use your resolution and speed to calculate an adequate latency,
but one way to tell if your machine is having a hard time is if the user
interface is slow. Real time tasks are handled first then the
non-realtime user interface is handled. If your interface is slow, there
isn't much non-realtime time left.

Or at least, that's my understanding.
