Yes, to some extent even a standard VFD can do this.  It depends on what 
you want.  If you want to orient the spindle for tool change, that 
should be easy.  If you want to orient a cutting tool at a particular 
angle for cutting splines or something, ie. holding a tool at a 
particular angle against cutting forces, then probably not.

A flux vector drive could do this.
