At a guess, the spindle can plug in to either of the two D-sub sockets on the underside of that board? So it looks like the relay switches between two possible spindle motors? Furthemore, it appears that the motor has 4 switched terminals, which seems to indicate that it is not a 3-phase motor (you wouldn't switch an earth, even if the 4th wire is green, which it is) I suspect that the problem might be a dirty terminal in the relay, so that one phase of the motor is not being energised. Repeated clicks of the relay eventually make a contact.
