The position commands from the interpreter are limited by the velocity
settings. eg axis.0.joint-position-cmd will never change more rapidly
than the velocity limits allow.
However, your THC controller is further down the chain than that, and
so there is no limitation active unless you explicitly add it.
Typically the step pulse generator components are left unlimited, on
the assumption that there is limitation in the interpreter. In your
case that is an incorrect assumption.
