The 7I43 has always done this, but the symptoms (always reading 0 from EPP 
data address before the FPGA is even configured) point to a port address or 
mode problem as an EPP read from the 7I43 should read high from 
bits that are not connected to the CPLD (the config CPLD only drives one bit, 
and all the others are pulled high). The fact that there are no EPP timeouts 
when the 7I43 is disconnected also suggest that the port is simply not in EPP 
mode
